Is it constantly? Or is this a problem due to shedding?
Regardless you need to either rase the humidity or bath the snake some.
You can raise the humidity by spraying the habitat, or try putting another water dish on the hot side so that it will purposely evaporate and put more water in the air.
You can also put a humid hide in your snakes enclosure by putting something damp in a hide for the snake to go into.
 
As it's a shedding problem, he might like a humid hide.

Get a plastic sanwich box and cut a snake-sized hole in the lid.

Put a layer of something damp inside it. Vermiculiate or moss is good, but damp (not wringing wet) kitchen towel will do the job.

Put the box in the middle of the tank, between the warm and cool ends.

He can then curl up inside.
 
I find the best thing to do is soak the snake for about an hour. Put the snake in a tub (with air holes so it can breathe), put a small amount of water in the bottom of the tub. Make sure the water isnt freezing cold though and not too deep to drown the snake, however deep enough to cover most of her body.

This usually works great and the snake will shed later the same day or the next day.

the thing is that she had already shed her skin and its only dry @ the top portion of her body neay and including the head
 
well...

well did she shed off all her skin or only little pieces, if not I would defiantly take her to a vet.
