I currently keep my young corn snake in a 5-gallon glass terrarium that is 16 inches long by 8 inches wide by 11 inches tall. The snake will probably out grow this terrarium in the near future. The 5-gallon terrarium sits on a table that is 28 inches long by 15 inches wide. I am considering having a custom glass terrarium made that would measure 28 inches long by 15 inches wide by 13 inches tall. My question is would this size of this enclosure work for the entire life of my corn snake?

28 x 15 x 13 inches is bigger than a 20 gallon long aquarium (~30 x 12 x 12 inches). And a 20 long is big enough for most corns. Though you might want to check the Loves' The Corn Snake Manual for their size recommendations. I'd look, but my copy is several miles away right now.
 
the length of your suggested tank seems a little too short for my liking but the width is spot on.
I would say that to keep an adult corn happy you`ll need a tank thats at least 36x12x12 , perhaps more if you can find the room.
But then again a 4foot adult wont need as much space as a 6 foot adult so untill your snake reaches maturity you wont know how small a tank you can get away with.
Just my opinion but i`d say no, your suggested tank won`t be big enough.
 
there are numerous formulas to work out suitable sizes of tanks/cages for snakes. People use what suits them. I made mine up and this is what I use:

length + width = bigger than snake length

my adult cages are 36 x 28, so my maximum snake length can be 36+28 = 64, or 5 feet 4 inches. Since none of my corns are bigger than this, I'm ok.

28+15 = 43 or 3 ft, 7 inches

I wouldn't use it, I'd buy a bigger one, but equally, I am sure that people successfully keep adult corns in smaller tanks/tubs/racks etc, than that. In the end it is personal choice, and, as Blito says - it does depend on the actual size of your snake.
