Last night I noticed that Percy (our 12wk old corn snake) started darting about his cage. Climbing the sides of the viv and poking at the top. He then was moving back and forward relly fast as if in a panic.

We have never seen him move so fast or act like this. Is this just him having a mad 5 minutes of excerscise. Is this normal or could there be something wrong? He looks normal and healthy to us.
 
I would check the temperatures in the tank, make sure they are within tolerable limits. Mad rushing can be a late symptom of severe heatstress.
However, its more likely that he just got excited! When mine was young she used to move very quickly when startled. I actually caught her in mid air a few times as she launched herself over the edge of her box (it has low sides)!
 
I checked the temperature last night and its 80 on the heated side and just below 80 (could be as low as 75) on the cool side. We have a very warm room. I did catch the temp on the hot side at closer to 90 a couple of weeks ago and immediatly turned down the thermostat. He likes to hide under his water dish which is hollow underneath, could he be hiding there because its cooler?

He always feels cold when we first take him out and apart from that he appears to be healthy and eats no problem.

87 on the heated side is often stated as a general maximum although a hotspot at 90 for digestion purposes is a good idea in some peoples opinion. My viv's cool end runs about 76 although the advised lower end is around 70. I too have trouble getting it cooler due to the hot summer, I have a feeling this wont be a problem come October....

Almost every care sheet and every breeder I have spoken to recommends a full range between these temperatures. I believe its all down to giving the snake the maximum choice so it can decide. After all we still do not fully understand all the reasons that snakes thermo-regulate.

No worries, with sharing my (limited) experience. One of the best things ive done for my snake is join this forum. The amount Ive learnt by following new threads and searching old threads for topics im thinking about is incredible.
