I'm trying to come up with a list of things i should ask whoever i'm buying my corn from, any help would greatly be appreciated.

Is he eating?
Last time he ate?
what is he currently eating?
Last time he shed?
How old is he/she?
sex?
Any signs of diseases, mites,ticks etc. etc.


That's all i've got so far, is there anything else i should ask before purchasing him?

And my Current cage that i plan on using is 36 x 18 x 20, is this big enough?
 
You should ask how they have been housed, whether it was a rack or a viv. in an older corn this will matter on how quickly it settles in for you and your set up.

You also can ask what their exact genetics are and ask to see pictures of the parents if they have them just so you have an idea of how they might look when they are older. Not all people will be able to provide this of course.

Is my cage size big enough for my snake's whole life? or would it be a good idea to get something larger?
 
Yes your cage size is fine and unless your corn starts getting larger than normal in his later years he should be fine in it his for his life span.
