I have checked into Flexwatt and ordered some in hopes that it and a good thermostat will help with my heating problems. What I have read says to cut it in 1 foot lengths. I am just afraid that 1 foot won't be enough to heat one side of a 30" tank. Has anybody ever had any experience cutting it in lengths of less than a foot?

You can basically cut it to any length you need. I have some that are about 6-8" long. I have others cut longer than a foot.
 
Yes, a 12" x 12" piece of flexwatt would be good for heating a 30 gallon tank. Instead of applying it to the side try taping it to the bottom of the tank with aluminum tape. Also, You definitely will need a rheostat to control the temperature. My wife and I had an idea to make portable heaters. We took a 12" x 12" piece of flexwatt and taped it to the same size piece of lexan. We added small rubber feet to the corners of the pad to make sure it will come in contact with the bottom surface of the tank. You should put smaller rubber pads on the corners of your tank to allow proper air flow and venting for the heat source. We made some for our 30 gallon breeder tanks and our 10 gallon baby tanks (the ones for the 10 gallon tanks were made from 2 pieces of 3" flexwatt total size of heater is 6" x 8"). We thought these were a good idea so you could reuse/transfer to any tank you need unlike the self adhesive ones. Instead of using the standard brass connectors you buy for the flexwatt we preferred to solder the connections this makes for a better contact and takes up less room then using the insulators you get with the flexwatt. (Please excuse my wife's hair that got stuck to one of the heaters in the photo) Hope this was helpful to you. We think they work great.

P.S. Make sure you cover all connecting points with black tape so there is no chance of shorting. Even cover the butt ends of the heat tape where there is no connection on the other end of the flexwatt.
