Heat Problem!

I have two corn snakes and im a bit confused about the temperature. In a book i read, the temperature needs to be from 24 to 27 degrees celsius. Now it is getting into winter in England and the temperature is dropping. With a 40v bulb the vivarium was heated to about 20. So i changed the bulb to a 60v and the temperature is now about 31. I dont know wether its better to be hotter or cooler. Any replys with info would be greatly appreciated.:confused:
