Heating glass tank during winter

Thinking ahead to winter. I'm wondering if the zoo med UTH is enough for heat without a heat lamp. We like our house a little on the cool side during dead winter, like upper 60s. 68-70 is usually the temp inside. Sometimes we turn the heater on when we get cold. to 74-75.
 
Right now it's a 15 gallon, but by winter it'll be a 20 gallon. ZooMED small (10-20 gal. model). Using a dimmer switch. I'm thinking some heat from above might be needed. The UTH only heats the floor of the terrarium.
 
Also, I'm thinking of making some kind of insulated hide box with maybe some kind of thick felt or something acting like a blanket if you will. There will be times when the room will be pretty chilly. The goal here is to not use a light at all.
 
I know that my room gets cool in the winter (think mid 60s) but I have never had a problem with it being too cold for my snake. I use a UTH and that has kept the warm spot warm enough. As long as they have a warm hide for digesting, they should be okay without adding any additional heat because belly heat the most important heat for corn snakes.

The activity level is the same in the winter for my snake - she still comes out of the warm hide the same frequency, is just as active and has never given me any reason to think she was uncomfortable or "too cold."
