heating pad qustion

Would it be safe to move the heating pad to the other end of the tank? i have two corn snake cages stcked on top of eachother (its how the stand is designd) would i be able to move the heating pad on the other side of the tank with out damageing it? i got to do this becuase the tank above doesent have a cold side becuase the lamp under it is too hot and its eating the other tank evenly...
