Can anyone tell me the average size of a adult hog island boa. ?

Let me Google that for you. Males 4-5 feet, females 6+. Seems about right from the ones I've "met."
 
Hog Isle Boas are a deal more slender, and generally smaller than Colombian BCI.
If you're looking into dwarf localities though, try Nicaragua, Corn Isle, Caulker's Cay, Panama, and a few others.
