Can someone tell me uh, is my humidity low BECAUSE i have the hygrometer right under the heat lamp? My humidity is around 33%
 
Well, using a lamp period would sap the humidity a bit, if you want higher humidities you should turn off the lamp (IF you use a UTH as well, which I thought I saw you were using in a previous picture) and lightly mist the cage a few times a day.
