Is it safe

I don't know if it could or not but You should have it on a thermostat which would eliminate that concern. I would never run any heat source with out something to regulate how hot it gets!

Its only a temporary thing until the hatchlings can go into a rack system, I have never used a cobra uth..

as long as you have some type of rheostat or thermostat to regulate the amount of heat it puts out, you will be fine.

..

The thing is I dont have one available right now since the 2 i own r currently used on 2 racks. I also dont feel the need to shell out a 1oo or so bucks for a quarantine tankm I will only be using for 6 or 8 weeks. As long as there is a substrate and a hide over the warm, cool and hot spot in the cage I should be fine right?

Unregulated heat mats can reach temperatures of 100-110 degrees, which is beyond the safe tolerance of a corn snake.

please dont take offense to this, but if your not willing to spend the money to properly house and quarintine a new animal...dont buy it, you owe that to the new animal and yout current collection.

and you can go to the hardware store and buy a light dimmer, inlet power plug, two boxes and a cord and build yourself a rheostat for under $20. you dont have to spend a hundred bucks.

Thanx for your OPINION, id rather buy the rheostat than go the home depot route. The animals in question are not corn snakes anyway and can tolerate heat a little better than the latter. I just wanted to know if the terrarium would melt, but its not melting and the heat inside is a cozy 88 degrees over the mat and with a few hide boxes inside I am POSITIVE they will be fine for the next few weeks.

I don't think it will melt... but you can always put a washcloth or towel between the heat matt and tank.
