Waht kind is he? and he is 13 inches and about 5 months old, Is that a normal size?

It looks like an amel to me. Just a regular albino red corn snake. 13 inches for a 5 months seems fine to me. Of course I know that some of them grow like weed and in 5 months...some might even be 20 inches or so....
but some do grow slowly....so 5 months and 13 inches is fine....

just make sure that you are feeding it at least once a week.....and make sure that it has a water bowl to drink too
 
Here's another one.

The guy that i bought it from told me it was a normal, but that was when it was 5 weeks. Anyways here's another pic, i know the quality isn't that great. I have a bunch of pics so if you need another pic just ask.

well instead of looking at the photos again I can ask you a few questions to help identify it

what color is the snake?
Normal = brownish
Amel = redish orange
Anery = greyish black
Caramel = caramelish yellowish (but when it's 5 months old it kind of looks like normal with a bit of yellow)

that's basically the basic colors.....of course there are like 70 or so morphs of corn snakes out there....those 5 are the basics....

so what color is it?

It has dark reddish patches outlined in black. The rest of the upper body (like between the spots) is like a tan and white combination. It's underbelly is checkered with black and white. Hope this helps.

reddish is like amel...but then amel lacks black..that's why the snake is like red.....
from the photos it looks like amel...but since you said that it has a bit of red and black and it's belly is checkered with black and white then it sounds like a normal to me.

Cause from what you are discribing, the blotches looks like marroon/red surrounded by black which is what a normal looks like.

So should be normal then!
