Rep power?

I'm still new to the forum. I've noticed people have something called rep power and I'm not exactly sure what it is. On my profile it shows people who have given me rep power? Can someone please explain this to me? P

It's just a little way of getting recognition when someone thinks you said something, good, funny, intelligent, posted nice pics etc.
You also get them for every 100 posts.

Well according to corny noob it means you must be doing something right! Haha. So... corny... how do you give rep power to other people? Do you need to have a certain power before you can even give it out?

Ok guys.
When someone posts, look under their username. You'll see three objects a circular shape a little scale, and a warning sign.

Circular shape lets you know if the person is on or offline. The little scale is for the reputation! And the warning sign is to report a post.
