USP ships reptiles, but not snakes. I am not sure what the requirements are to ship live animals with UPS. US Postal Service does not ship snakes. It does allow shipping of other reptiles and amphibians and birds. With no requirements- anyone can just go ship. But some offices don't accept live animals.
 
Well, you ought to be able to get certified by FedEx in about a month...Or maybe there is a breeder near by you that could help you out.
