I've heard the term used in reference to male snakes, and I have a couple questions regarding them.
1. Is this something that they all develop during breeding season?
2. Do they "drop" them near the end of the season?
3. If #2 is yes, then would they be a sign that he's about done with trying to breed?

Just asking because I have Stig out for some pre-meal exercise and he "pooed" some smallish white mucousy ball things on my sweater. Didn't have a crazy unpleasant smell, and looked nothing like poo, cleaned up rather easily.
He's been looking for a girlfriend all spring but he seems to be calming down a little bit. Still fidgets when I pet him though.

I don't have an answer, just observations. I have seen them expelled, exactly like in the photo, or with the hemipenes everted. It has always happened when I was handling the snake. I have observed it at the start of the season, not the end.
