I know this question has probably been asked a hundred times before, but is it all right to put shredded newspaper as a substrate, or will the edges of the paper be to sharp?

It would be fine. Heck, you don't even have to shred it. The snake would probably enjoy aspen shavings more, as it clumps, and they can create tunnels throught it. Aspen is also easier to spot clean.

I thought that maybe snakes could burrow through the shredded paper and it would be nicer for the snake than just plain flat nespaper...

As far as I'm concerned, you thought right. I would use shredded newsprint before flat. Your snakes would be fine. Aspen just has better properties for burrowing...
