Temperature Query

I have recently obtained a new snake enclosure.
I intend putting my Dumerils Boas into this enclosure.

I need a temp. of 35c on the hot side and 25c on the cool side.

My problem is this: I have an under enclosure heating pad which is only getting the temp on the hot side up to 21c. Do I need to put a heating pad inside the enclosure on the floor as well as one on the side wall at the hot side? Will this pick up the temp. sufficiently?

On the cool side strangely enough I have an infra red lamp which is keeping the temp. at 25.6c which is perfect. The only problem is that I have heard that the lamp will dry out the air and affect the humidity.

Talking about humidity, I have a 25 ltr. (5gal.) water bath built into the enclosure, this should keep the humidity at the correct levels.

Another question, I know that Dumerils are ground dwellers but in the pic you will see that I have logs and shelves in the enclosure which they could use to get to the top of the enclosure. My question here is: Can I utilise the bottom right hand corner of the enclosure as a hot side and the upper half of the enclosure as a cool side?

All answers will be greatly appreciated.
