Can dry snake poo on the climbable background of my terrarium hurt my tort?

I intend to relocate my snake and the tortoise would get his terrarium. I can't get it off for the life of me. Here's a picture.

Can you soak it? I wouldn't want to put another animal in a cage containing poo.

Glass terrariums aren't healthy for tortoises, though. Is it a small tortoise? Maybe you should look into building a tortoise table.

Ventilation, temp control, stress from feeling exposed, difficult to create the microclimate necessary for health, to name a few.

Temp control I can achieve, stress is reduced because he is covered from 3 sides and can be covered from all 4 sides if need be.
