You could probably call the local spca and ask them if there are any laws. If anyone in your area would know they would.
 
Yes, laws exist for many mammals but most laws protecting animals excludes birds fish and reptiles.

I have very good news! I talked to my boss and he said he would see about getting the snake seen next week. Ill keep asking about it to see if he schedules an appointment, id like to be there because I know more about the snakes medical history than anyone.
 
EXCELLENT NEWS! He is being adopted by a Vet tech at the Northern Rhode Island Animal Hospital, who owns snakes and is willing to take care of him. I couldn't have asked for a better ending.
 
Yay! I am so glad things worked out for the lil guy. How did the vet tech find out about him?
 
Im assuming my boss called to tell them about the snake and probably told them about how he didn't want to pay any money. One of the vet techs probably stepped in and offered to adopt.
 
FANTASTIC! I am happy to hear this. I was worrying about the little guy. Glad to know it's someone who knows what's they are doing that's taking him on. Great to hear this
