my first question is, is the heating light absolutely necessary, or will the heating pad suffice?

The heating pad will apparently be enough...you just need to make sure the temps are right.
 
Hello & welcome from Idaho, USA! In most all cases a heat mat is all that is needed. A heat lamp also has the disadvantage of lowering the humidity, which is why a lot of people don't use them for the primary source of heat either.

That sounds weird, we don't usually say it like that. The US has many Woodbridges, does Canada only have one Toronto?
Yes, like she says, the heating pad will suffice in most cases, and a reliable way to monitor the temperature.
