if you have access to a computer with Windows operating system, you can open any picture with the "Paint" Program, and then up at the top select "Resize" and you can resize the picture by a percentage or by a set number of Pixels, your choice.
 
yes. I usually resize mine to an even 1000. All you have to do is select "Pixels" and then type in 1000. Don't worry about the bottom number it will size itself in relation to the top number
