I think... gonna check to be sure... if a referee makes an end of play signal as well, the play is dead... so the ref who signaled incomplete also ended the play.
If they allowed "continuations" players would get hurt as they let down their guards and are, therefore, exposed to unexpected hits from those "still playing".

I am pretty sure you are right, Fred. I think signaling a play dead is the same as blowing a whistle.
